Creative Core is absent in 1.16.3. Is here absent some similar to #38 ?

Not sure what you are trying to say, but you definitely need CreativeCore in order to use CMDCam. So just install the newest version each and it should work just fine. I have no idea why Forge does not show the missing dependency screen.
