[1.21.1] Insulation sewn into armor provides no effect

I've tested this on my existing 1.21.1 instance and a brand new instance with nothing but Cold Sweat installed, issue persists in both cases.
I've not edited any of the existing configs, but I did delete them and regenerated the defaults just in case.
Armor with any insulation sewn in has a red bar on the insulation bar. Wearing provides no insulating effects.
I even cranked up the insulation strength multiplier to 9999, goat fur and hoglin hide armor negate any temperature changes as expected, but armor with added insulation still provides no benefits.
As a side-note; I don't know if this is intentional but chameleon/goat/hoglin armor appear to have infinite durability
