ComputerCraft does have an IRC chat which would also allow the same thing. It doesn't see much activity, but it's relatively well "established".

IRC doesn't allow for a permanent message history without manually setting up a history client-side, and Gitter has very useful markdown features.

Nah, Discord is not a good platform for development. It also attracts a lot of unproductive behaviour.

oeed/Silica on gitter is used for CC discussion already.

@CrazedProgrammer if you want permanent history and markdown, I can very much recommend Matrix which includes bridges for IRC, Gitter and a whole lot of other services.
