Configured doesn't allow me to edit server properties; console reporting invalid UUID in configured.developer.properties despite 100% certain it's the correct UUID

Describe the bug
Neoforge 1.21.1
My server doesn't have a 'configured.developer.toml' as it has for older servers I've run, it has 'configured.developer.properties' instead.
I am certain I have the correct UUID - I've checked both the UUID the server console shows when I log in and from mcuuid.net and they're the same. I have tried it both with dashes and without. However, in-game the mod still tells me that I need to be a developer to edit server configs and to see configured.developer.toml for details.
When I restart the server, I get this error message:
[modloading-sync-worker/ERROR] [Configured/]: Invalid UUID when loading developer config: ["ffef194a-aba5-4063-a7fa-055c2cf07e10"]

Expected behavior
Configured recognises my UUID and allows me to edit server configs in-game.
