[1.20.1 Forge] Chains that go through multiple chunk will break if only one of the chunks is loaded.

It seems chains will break if they intersect chunks and both fences are not loaded.
it doesnt happen everytime but it only happens to these 2 chains, so its likely not just the chunks being wonky? not sure...
any other info you need let me know :)
