consecration config folder not generating

Consecration: 1.16.5-4.0.0.4
Forge: 36.13

Observed Behavior: the config folder isnt being made with or without other mods.

Steps to Reproduce:

download Consecration
boot up minecraft
no config folder

Did you look in your world save's serverconfig folder?
