Mending Moss on Armor

Observed Behavior:

Armor is not regaining durability or storing experience like it does on tools. I've tried wearing the armor piece, having it in the inventory, and putting it in mainhand/offhand.

Expected Behavior:

I was thinking it would function the same way it does on a tool, but something seems to be preventing it from working as intended.

Steps to Reproduce:

Added mending moss modifier to a helmet

Hmm, I changed dimensions and went to hunting realm for a while killing stuff. Upon returning to overworld, I noticed it has some stored xp on it and gained a little durability. Perhaps it was just bugged at first
