Tools can be created and modified via the current parameters just fine, with exception of when it comes to the mining speed multiplier SPECIFIC TO THE TOOL, NOT THE BLOCK BEING DUG. I.e. a diamond pick mines stone blocks faster than a wooden one. The ability to change this is not currently supported.
