This would be a great QoL feature that would enhance resource packs, colormaps would have to always applied unless you wanted to practically create a port of colormatic for water only

This is not currently possible, but may be in the future. I am not too interested in adding this feature in general, but I will leave this issue open so it is not forgotten about.
