When controller hotbar is enabled, it pushes up the chat box slightly. This causes issues with clickable links from the chat box.

A good way of testing this is to enable the hotbar then create a screenshot. Then try clicking on the screenshot. Its possible but you have to click slightly below the link to interact with it.
