Using CookingForBlockheads_1.10.2-4.2.43, I'm not able to get the tool rack to work. I have the following setup:

As you can see, my tool rack has a mortar & pestle and the fridge has some wheat. Therefore, I should be able to make flour with this arrangement. However, the only recipe offered is bread.
