Crash on startup with only Cotton resources and required dependencies.

To Reproduce
Steps to reproduce the behavior:

1. Create a fresh instance with the latest loader/mappings for 1.14.2
2. Add Cotton Resources and dependencies to instance
3. Launch the instance
4. See error

Seeing "isDevEnv" makes me think it's something left in for testing during development but that's my usual armchair dev talking, so I'm not sure.

Oh, right. Cotton Resources still uses the old, non-working isDevEnv thing.

Fixed in 1.2.1, on its way to CurseForge now.
