While loading the latest release for Minecraft 1.14 (Cotton Resources 1.4.1), REI says the plugin Cotton Resources uses is too old. This goes away if I go deep into the REI releases to dig up REI 2.9.8, but that probably causes issues with other mods for 1.14 that use REI 3.x.

I don't think 1.14 is still maintained, I'm afraid.
