Describe the bug
the nether city spawn with weird issue like flying spawns or flying blocks that are supposed to be attached to a wall

To Reproduce
Steps to reproduce the behavior:
1.go to the nether
2. find a nether city
3. look around it

Expected behavior
no flying blocks

Those are supposed to fly. they spawn ghasts

The shroom blocks that should be attached to a wall must have been generated after the nether city as the nether city generates a big air bubble around itself that gets rid of everything first

Also i used cqr with better nether too, i never experienced that, so it is random or just your specific setup or you changed the config
