[Suggestion]: Wither Storm sounds coming from portals when in said dimension.

Description of feature request
Want to make this clear I am not repeating the other suggestion about having the evolution sounds in the whole Nether, rather I am suggesting that when the user is for example in the Nether, they can hear the sounds of the Wither Storm ONLY when near portals. In the End maybe the sounds could be heard from the obsidian spawn platform.
Evolution sounds would be heard no matter where the Wither Storm is, but general roars and ambiance should only be audible when the Wither Storm is near the portal in the Overworld. This would mean if you are about to leave the Nether, you would hear the ambiance before entering the portal, giving you a good warning of what you will see when you enter.
I know nonamecrackers likes the element of surprise when entering a portal and seeing the storm on the other side, but I personally feel it isn't necessarily fair to have the player exit a portal expecting to be fine only to be jumped and likely killed. At the very least a config option for something like this would be nice.
Finally, I can see this being somewhat difficult to implement, but I feel the easiest way to go about it in the case of the Nether would be to take the portals coordinates (inside the Nether), multiply them by 8, and check if the Wither Storm is in the radius of it, alternatively you could just keep track of where portals are in the Overworld (since the Wither Storm already camps them out to begin with). For the End, keeping tabs of End Portal locations isn't necessarily that hard, as there are only 128 possible portals per world (iirc), and I can't imagine keeping track of which ones the player has entered from would be that difficult.
I know this is a lot of words but I just wanted to explain this to the best of my ability as I tend to explain things horribly and not get my point across well.
I do indeed like my element of surprise, but I could consider this a config option. Regarding the global evolution sounds, I prefer having them only play to all players that are in the same dimension as the Wither Storm, mostly so players don't get super confused with why they're hearing it when they're in the end as an example.
Just want to make it fully clear that I was trying to say was that the evolution sound would only play whilst near the portal itself still, but would play even if the WS was ways away from the portal in the Overworld. So say the player is in the Nether and 20 blocks away from a portal, they would hear the evolution sound, but someone 100 blocks away from any portal wouldn't. Hope that explains it better, just want to make sure that's understood.
