[Suggestion]: Wither Sickness’ max health reduction should vary on difficulty

Description of feature request
Wither Sickness is easily one of the hardest parts of the mod, oftentimes being a death sentence if infected. Due to the need for a cure, its often harder than the WS itself. As a way to balance it out, the max health reduction could use the formula starvation does. Easy could max out at 10, Normal at 1 and Hard being unaffected by this. Perhaps higher levels could up the difficulty by 1, where II on Easy maxes at 1 health and on Normal it becomes fatal again. A config could be used if this system isn’t wanted for balance or is preferred to preserve the old system.
