[Suggestion]: Add some more ways to encounter withered mobs

Description of feature request
Currently the only ways to encounter withered mobs is through the command block and withered symbiont boss fights and by waiting for mobs near the wither storm to convert, which can take awhile on the default config.
Personally i feel there should be another way to encounter withered mobs as progressing towards the bossfights can take a little while and mobs with wither sickness also take a while to convert on the default config. I think to make the withered mobs a more promiant threat is to do what "Explorers Eve" did and have the wither storm summon withered mobs around the player on occasion. And maybe to balance it, if the Wither storm is on a early phase it would only spawn weak mobs (such as cows, chickens, pigs) and have longer intervals between spawning, then as the wither storm evolves, have it spawn stronger mobs (such as zombies, creepers, skeletons etc) and slightly faster intervals between spawning.
Example:
Phase 4 - starts with pigs and chickens
Phase 4.75 - able to spawn cows and zombies
Phase 5 - able to spawn skeletons and mooshrooms
Phase 6 - able to spawn creepers and villagers
Ill admit that this suggestion is similar to #1445 however were not talking about groups of mobs but continuous spawning of single withered mobs around the player. However i think the benefits from the other suggestion would apply here aswell such as it being easier to get golden apple stew and possible use of the MCSM OST "Action Suspense"
