Description of feature request

The wither storm can make caves rumble at any phase, which includes phase below phase 4, So I thought it would make sense to change it to where caves can only rumble after phase 4, because it wouldn't make sense for a tiny little thing to make caves rumble, I already know some people wont like this idea but its still worth a try to suggest.

It already does this unless if there is some sort of bug going on

I think there might be, I haven't ever encountered rumbles prior to phase 4.
