Describe the bug

When summoning the symbiont underground, it will instead spawn mobs above ground and not around it

Steps to Reproduce

Spawn the withered symbiont underground
get it to summon mobs
where are they? Above ground! >:(

Went ahead and fixed this instead of it being a part of the 4.3 milestone

It will be coming 4.3 though so we shouldn't remove the milestone label
