[Question/Bug/Suggestion?] Lingering cloud effect from Sickened Creepers that inflicts Wither Sickness VI - is this intentional & is there a way to disable it?

Describe the bug
While playing Explorer's Eve, I was attacked by a Sickened Creeper that left behind a lingering potion cloud that inflicted Wither Sickness VI (6). I'm not sure if this is intentional behavior, and I was unable to recreate it in Creative with a Sickened Creeper - tried it with both a Sickened Creeper from a spawn egg, and a Creeper converted via "infecting" by summoning it with modified NBT. If this is intentional behavior, I'd like the option to turn it off or tone it down- Wither Sickness VI is particularly nasty.
(I understand 1.19.x will not be seeing feature updates, but if this is intentional, I'd like to see this suggestion in 1.20.x/1.21.x/future versions regardless.)
