[Suggestion]: Overworld nighttime stars flicker out if the player is near a Wither Storm in Phase 7 or above

Description of feature request
An effect of the Overworld stars flickering out when the player is near a Wither Storm in its final phases would be a fun way to increase spectacle and emphasize the Wither Storm's power, especially since a Command Block in the MCSM universe is a reality-altering artifact. The "stars going out" effect radius would be slightly larger than the WS distant ambiance, both as an element of "what the fuck" and as a small reward for players paying attention to their surroundings. Inversely, the stars coming back when getting sufficiently far enough away from the Wither Storm would be a nice "yay you made it!"
The specifics are:
- Individual stars flicker out, rather than all at once. The amount of stars that go out is proportional to the amount of time spent near the Wither Storm. The amount of stars that flicker out starts off slow, increases exponentially, and then slows down again when nearly all stars are out.
- The first stars to flicker out go out more slowly than the later stars.
- Stars fade back into visibility all at once when the player is far enough away from the Wither Storm.
Should probably be configurable via a config to accommodate shaders and other mods that mess with the skybox, as well as being a flashing effect.
Based on a conversation with a friend while playing Explorer's Eve:
"it's kind of creepy seeing [the wither storm] in the distance with no stars"
"wither storm ate em"
"that's some okami-ass shit right there"
