Describe the bug

If the Wither Storm is at a negative Y coordinate and rises up into ground from below, the game crashes while creating block clusters. At least, I think that's what's causing it. Check the log for more details. I discovered this while testing Explorer's Eve. This never happened in 1.19.4, but it's very consistent in 1.20.
I recognize that this isn't likely to happen in normal gameplay, but it really messes with Explorer's Eve, and a fix would be greatly appreciated.

Steps to Reproduce

1. Teleport to the End (other modded dimensions work, but this limits it to vanilla)
2. Summon a Wither Storm in phase 4 or higher
3. Teleport the Wither Storm below a large island (I used tp @w ~ -64 ~) and wait for it to rise
4. Game crash
