- Squids (Swim Away)
- Drowned (Swim Away)
- Allay
- Axolotl (Swim Away)

- Dolphin (Swim Away)
- Cod (Swim Away)
- Elder guardian (Swim Away)
- Frog
- Glow Squid (Swim Away)
- goat
- Guardian (Swim Away)
- PufferFish (Swim Away)
- Revenger
- Salmon (Swim Away)
- SilverFish
- sniffer
- tadpoles (Swim Away)
- tropical fish (Swim Away)
- turtle (Swim Away)
- Wandering traders
- Witch
- evoker ( at phase 5.5 and up )
Ok a few things to note, as I have been working on this system
Slimes use special navigation and logically don't care about the Wither Storm
Squids use special navigation as well and again probably wouldn't care about the Wither Storm
Drowned use special navigation and do try to run away under certain circumstances
Allays use the Brain System
Axolotls use the Brain System
Bats have entirely random movement and no real goals for use to make them move, The Wither Storm also doesn't target bats
Guardians shouldn't flee their monuments since they're protecting it
Frogs use the Brain System
Goats use the Brain System
Sniffers use the Brain System
Tadpoles use the Brain System
Wandering Traders use the Brain System
I've messed with making fishes flee the Wither Storm but it's really not anything noteworthy
All illagers are going to run from the Wither Storm again as I've already been working on this system
