[Suggestion]: Wither Storm looks at nearby players yelling into their mic if Simple Voice Chat is installed

Description of feature request
Simple Voice Chat is a proximity voice chat mod for Minecraft; there are add-ons such as Voice Chat Interaction that make the game respond to voice activity. In a similar vein to Fireworks and Goat Horns, if Simple Voice Chat is installed, the Wither Storm should look at nearby players that yell/scream into the mic. It would be an interesting way to increase immersion, enable roleplay (think Alan waving the flare in Jurassic Park), and provide additional "oh shit" to players panicking over voice chat.
This effect should have configs for:
- Cooldown, by default hefty, since the effect is "free" (as compared to Goat Horns, Fireworks and Firework Crates) and also to discourage mic spam.
- dB threshold, to accommodate for mic sensitivity and output.
