why is iron command block tools stronger than diamond command block tools that doesnt make sense

This is the numerical balance made for the differences in Attack Speed between the two.

This is intended. Each tool set has unique strengths and weaknesses, while diamond is the general toolset. Irons strength happens to be its attack but they are slower iirc
