Describe the bug

With the "Should pick up vehicles" option off, it still picks you up in the boat, i dont know if i could have misunderstood it in some way, but im pretty sure it shouldnt pick you up in a boat after turning this option off.

Steps to Reproduce

1. Turn off the "Should pick up vehicles" option
2. Find a body of water and ride a boat in it
3. Wait for the witherstorm to pick you up
4. And boom! it stills pick you up!

That config option was added early in development before the Wither Storm could pick up non-living entities like minecarts, boats, etc. on their own. So even with it off it still kind of picks them up. This should be relatively easy thing to fix though.
