Description of feature request

add a config that can increase the size of a block cluster that was created by the tractor beam
Config beam cluster size (Phases 1-3) 0-3 (0-default-1x1, 1-small-3x2, 2-medium-3x3, 3-large-4x5)
Config beam cluster size (Phases 4-7) 1-3 (1-default, 2-large, 3-giant)
making the cluster picked up by the beam become bigger via the config and phase of the storm
