[Suggestion]: A small chance for the wither storm to fire a blue flaming skull instead of a normal one

Description of feature request
Whenever a regular wither fires a wither skull, it has a 0,1% chance to fire a blue skull instead, so it would only make sense for the wither storm to be able to do that as well and shoot blue flaming skulls the same way it shoots regular flaming skulls
And the second reason im suggesting this is that even though blue flaming skulls are fun to mess around with in creative mode, they aren't really useful for the wither storm since the only block that blue flaming skull can destroy that the wither storm can't destroy is water 💀 and it's very possible to beat cwsm without getting sucked once so nobody cares about blue flaming skulls
And the third reason is, well, imagine fighting the Symbiont, seeing one of the tractor beams pass over you, and hearing the "Wither Storm Shoots" sound. You never know, there is a chance a blue flaming skull is flying right towards you...
now that i mentioned this, it would also be great if the wither storm would shoot blue flaming skulls when a broken head tries to shoot a skull
wither storm used to shoot regular flaming skulls even with damaged heads but since 4.1 or smth the damaged heads just dont do anything anymore.
