If the player is infected with Wither Sickness, they will cough. Player can change the voice in the client config

While this isn't a bad idea in of its self, the player doesn't make any human-made noises (to dissociate it from a specific gender). While yes you could change it a config, I don't think this feature fits in with minecraft or the mod really well and isn't a big priority.
