Tracking players in the nether

Since many people are saying that you can easily cheese the wither storm by going into the nether, a solution is to make the wither storm go to your relative overworld location. Your location in the nether is basically your overworld location divided by 8. For example, if you are at x=8, z=8 in the nether, then the wither storm should travel to x=1, z=1 in the overworld, and if you are at x=64, z=64 in the nether, the wither storm should travel to x=8, z=8 in the overworld. This should be optional because some players like getting as far as possible from the wither storm. If this option is turned on in multiplayer, the wither storm should prioritize players in the overworld and if all the players are in the nether, then the wither storm should prioritize the player with the nearest relative position/ the player with the amulet. Sorry if this is really long to read.
Honestly this would be really annoying especially setting the wither storm at max speed then once it gets onto you you can't escape however as a toggleable option this would be ok with me
