[Major] Memory Leak caused when a world doesn't have generated structures

Game will continuously search for bowels structure in chunks but will never find it till the PC crashes
Steps to reproduce the behavior:
- Go to Create New World
- Click on More World Options
- Turn off Generated Structures
- Summon the Wither Storm
- Memory Leak
