Tested on 1.19 and 1.19.2 Mc and using latest mod version
Dispensers usually cannot place heads or carved pumpkins unless it's going to summon something (like iron/snow golems and normal withers), however the game doesn't seem to recognize the Wither Storm's structure as a summonable one, and thus doesn't allow dispensers to place the heads.
