The spawn platform doesn't generate in certain biomes

I was testing the latest beta in 1.18.2. I found that when near X:0 Z:0 is badlands biome, the spawn platform will not generate, and /locate will not return any coordinates
I'm not sure if there are any other biomes causing this issue, too
