Roll a loot table on a block right click

Feature request description
Reproduction of the scavenger mod. That mean drop an item from a loottable when right-click a certain block, without the block destruction. We can use this when event.PlayerInteractBlockEvent is fire.

Feature request reason
This feature is usefull for multiplayer server where multiple players can loot/scavenge the same decoration block.

Feature request dependencies
No need for other mod.

**Game Version
I am on 1.12.2, but i will use scavenger mod so you can put it on 1.16 if you prefer.
