Issue Description:

On startup, there is a NoClassDefFoundError with Crafttweaker2

What happens:

The BlockMetaManager of BetterWithMods fails to have a class definition where Crafttweaker would want one.

Minetweaker.log file (Please Pastebin or gist your file, posting an unpasted or ungist'd file will automatically close this issue):

Completely empty, happened during pre-initialization.

Affected Versions (Do not use "latest"):

• Minecraft: 1.12
• Forge: 14.23.4.2705
• Crafttweaker: 2 - 1.12-4.1.8

Turns out it wasn't actually CraftTweaker, but instead the add-on ModTweaker that was causing the issue, because of an outdated version.
