Issue Description:

force reloading resources makes JEI categories/ items hidden through CT reappear; if a mod does force reloading during loading, this issue is unavoidable

What you expected to happen:

JEI.remove, JEI.removeAndHide and JEI.hideCategory to persist through resource reloads, I guess
(JEI.removeAndHide still removes recipes, but they don't stay hidden)
