This makes a lot of sense for a couple of reasons. First, because if you're flying around in Creative, you can reach whichever place you want. If you want to actually crawl, you can do it by not flying any longer. Secondly, it frees up the key binding for other uses. For example, I typically have C set to load hotbards in Creative, as it helps to build things and people generally do that in flight mode.
