[BUG] Steel catwalk stairs have no texture and steel catwalk crashes game when placed when Create Deco is not installed

These items probably shouldn't be regestered if Create Deco is not installed.
related to #119
Not registering the blocks causes other issues with worlds and data expecting the blocks to still exist even after Create Deco is removed. They're hidden from the item group when Deco is not installed for this reason, but I haven't found a fix for hiding them from Creative search.
