Extreme tick rate spike with latest version from mixers and presses

Describe the Bug
Fixing #160 seems to now have them not operate endlessly but now, if there is no operation for them to complete but there is anything in the basin it will eat up insane amounts of server time. It is dropping my server TPS by a lot for only mixers and presses, all pointing to this mods update on them.
Reproduction Steps
- Place mixer or press
- Basin with any resources in it but not enough for a recipe or have enough but the output from the basin can't export as no valid output like a full belt or full pipe.
- Use something like Observable to watch tick rate over 20 seconds
Expected Result
It goes back to not using up ticks on the server.
