[1.19.2] Blocks Not Rotating With Generated Structures

Create Deco: 1.3.3-1.19.2
Description:
When loading a structure that has catwalks or catwalk stairs, the blocks do not rotate properly with the structure, causing them to be placed at weird angles. I haven't tested all the blocks, but I do know the catwalk stuff at the very least is broken.
