Being able to do this with datapacks is not a replacement for the ease of use of crafttweaker, especially when trying to put together a modpack.

CraftTweaker supports JSON format recipes, same as a datapack. You can still add it using the same recipe as you would a datapack via CraftTweaker, it would just be saved in a script rather than a datapack file. The CraftTweaker wiki already explains how to do this, and you can reference the datapack resources for this mod if you need help with writing your recipes.
