Describe the Bug

with cyclic you can go over enchant limits using the disenchanter

Reproduction Steps

1. hyper enchant to looting 4
2. disenchant using cyclic disenchanter
3. use looting 4 book in guide book
4. hyper enchant with said looting 4 book
5. you can go up to 8 before it maxes out

...

Expected Result

i expected it to have a cap for enchant level

Expected behavior. There is a level cap and you can change the cap in config.
