Describe the Bug

When joining a server created with this mod (Identical files on both ends), error is received "The server is missing the following mods, remove these mods" "You have 1.2.9.e"

After removing the mod, error is received "Your client is missing the following mods, install these mods" "You need 1.2.9.e"

Latest Forge version (43.4.0) as well as several (if not all) previous forge versions.

Client Mod versions 1.2.6.b and prior (pre-1.2.6.c) CAN join the server without fail. Obviously this leads to massive instability due to mismatched versions, but is possible to use some items and see them.

Reproduction Steps

1.Start modpack and server with identical mods (create-1.19.2-0.5.1.f.jar, create_enchantment_industry-1.19.2-for-create-0.5.1.f-1.2.9.e.jar)
2.Click multiplayer
3.Attempt to join server

Expected Result

Able to join a server hosting the same mod versions
unable to join a server when hosting different mod versions
