Describe the Bug

I tested out bottles o' hyper enchanting in a creative world and it seems that they are extremely inconsistent.
I threw a stack on the ground, my levels slowly rose until suddenly, I gained a massive amount of levels, seemingly multiplying. With less than a stack of them I reached level 40000.
I tried to test it again and threw around a stack onto the ground and I didn't even reach level 40001 halfway.

1. get bottles
2. throw bottles
3. profit
   ...

Expected Result

Much less experience gain

Maybe Clumps has to do with it, a mod that clumps xp orbs together but it didn't seem to affect anything
