I can't use the train station block

Describe the Bug
When I try to assemble a train with a train station it will not work on my server it only works in my single player world and I did this on a new server hosting website and it still dose not work but when I'm in a single player world it works.
Reproduction Steps
1.pleace the train station block,
2.right click the block,
3.the gui for the block dose not open
...

I seems to have a similar bug when I have create and Create-Steam'n-Rails on my client but only Create on the server.
