Can't place a Train Track on a Nether portal

Describe the Bug
It not possible to place a Train Track through a Nether portal.
Reproduction Steps
- Create and light up a Nether portal
- Enter and exit Nether (to make sure that the other side is generated)
- Place train tracks through the portal
Using create-fabric-0.5.1-f-build.1319+mc1.20.1.jar
- crash as already reported in #1337
When adding in addition Porting-Lib fix Fabricators-of-Create/Porting-Lib@9ced252
- no more crash
- but error in the console
Target portal not generated
Expected Result
Should not crash nor display error messages. Should allow cross-dimensions train travel.
