Basins not working for packing/compacting?

Describe the Bug
Basins are supposed to allow you to stack items in them but it seems they are only taking 1 item at a time. Testing an infinite furnace engine that takes kelp, it won't take 9 kelp at a time required to press them into a kelp block. The basin is only taking 1 kelp item in it at a time and nothing more, and the press doesn't activate.
Am I stupid and doing something wrong or is it in fact not working? Build 520
Reproduction Steps
- Place basin
- Place press above basin
- Attempt to put in X amount of items needed to pack/compact into something else
- Nothing happens when attempting to use the press
...
Expected Result
Items that are stackable should be packed or compacted into the appropriate block
