Describe the Bug

the Stockpile Switch tested the slots which is not empty,ignoring the empty slots
even if a chest only contains 64 item in one slot,the Stockpile Switch thought the chest is full
but if the 64 items are seprated in two slots,the Stockpile Switch thought the chest is half ful

Reproduction Steps

1.open minecraft
2.place a chest,then place a Stockpile Switch next to it
3.put some item in the chest
...
