Frog does not render conductor cap

Describe the Bug
When a frog is conducting a train, the conductor cap does not render. This is consistent on my machine but I think I saw it working in a video so it might be configuration-specific; if you need more details Iʼm happy to provide them.
Reproduction Steps
- Create a train with a seat directly in front of controls
- Put a frog on that seat
- Give the frog a schedule
Expected Result
The frog should wear a conductorʼs cap. Maybe the rendering would be a bit buggy with the eyes going through the cap or only wearing the cap on one eye, given that the frogʼs head is not a true square, but it should still attempt to wear one.

First observed with a variety of mods which should not interact, but reproduced with just Create and the always-needed Fabric API (not even an *EI mod)
Additional Context
I was using a frog because my train goes both on land and underwater and I didnʼt want the conductor to drown in either location.
