I combed through the code, and apparently, it's because OilDepositFeature.class and OilWellFeature.class both use hard random offsets for feature generation. The problem here is that they use level.setBlock() which can sometimes attempt placing them outside loaded chunks. The issue here is that, when this happens, Forge seems to log and analyze every attempt of block placement, which lags out the server really badly when playing with a bunch of mods.

I don't exactly know how to fix this and push out a pull request, but I suggest, for any developer reading this, limiting generation of wells and deposits to be inside a chunk and not across borders. Before potentially finding a better solution, that is.

Would be great to see a fix for this on 1.20.1, because this has been very irritating as there are times where the world completely stops processing for 8 seconds up to three times in a row before only running smoothly for a few minutes. Even while playing in the same few chunks.

This is what's causing heavy server lag spikes on my playthrough.
